Put him in a shower. Like most humans we like to sing in the shower (maybe). But still it's quite enjoyable and maybe talk to him while he's takeing his shower and maybe sing to him and/or whistle to him. *I read this on a parrot training site and heard it from a couple of experienced parrot trainers* Good luck Though!
Here's a video of one singing really good => http://www.cockatiel.com/videos/tequila/

Instead of buying a shower pearch try just getting a a small pipe or get a stool with a back and put him/her on the back like this in the bath-tub.

Cockatiels can talk. Males are the only ones that can though. So you might have a Female.

NOT all males talk and one the rare occassion a female WILL talk. There is no hard and fast rule on this, if your birdy talks, it talks and if it doesnt, it doesnt. Getting a male does NOT guarantee you will automatically get a bird who talks.

parrolover, I think you got that right. On youtube, other sites etc, the often say that the bird (not always a tiel tho) just happens to say the darndest things at the opportune time. So funny

Just keep trying and make it fun for him.

I wasn't sure Windy would ever talk.
Now he says, hello, pretty baby, pretty bird, love you and he used to f word a couple times cause i had friends who encouraged that.

The bathroom with the shower running is a great way to encourage this, as someone else said.

And like others said keeping your tone excited and playful also helps :)
