Is my budgie trying to talk?

I've been doing all my class readings out loud, lately, while sitting about a meter away from the front of my budgie's cage. He likes to sit on a perch close to me and fluff up while listening to my voice.
The other day, He was fluffed up as usual and started occasionally chirping and making these noises in between chirps... It's hard to describe the noises but it sounded to me like a kind of constant grumbling noise coming from his throat.
When I would stop reading he would stop the noise and he only seems to do this sort of behaviour whenever I'm reading out loud to him.
I sort of got the impression he was trying to figure out how to use his voice to form words. Or maybe he was just making random noises in response to me.
Does this seem like my budgie is trying to learn to talk?
Does anyone that owns a budgie know what I'm talking about?
