1st time outdoor recall with my baby grey, Kilaya.

Interesting flight suit on your Grey. It also looks to be a bit cumbersome and heavy to me. Is there a purpose for the large collar thing? Who makes it and where can I get more information on it?

That is a hoodie. It serves no purpose other than to make the parrot looks cute.
Google hoody for parrots. There are a few site selling them.

I would not use the hoodie. It looks a bit ridiculous on the bird (as you say, it's completely useless) and I am sure it bothers her.

I am not a bird trainer (I trained dogs in the past but not any longer) and I don't really bother formally training any of my birds but, if I were you, I would start offering praise and love as a reward instead of several sunflower seeds. Most of my tame birds fly to me when called and they never get any seeds for it, just the reward of my love and some shoulder time.
