Typically you can tell if a parrot has normal wing feathers when they extend behind the wing when folded toward the tail and cross each other like this:
Without opening the wings, you can usually tell a clipped parrot because the wings end with the plumage and primaries do not extend toward the tail.
There are other weird kinds of clips that can fake the look or be on one side, so the only absolute way of telling is opening the wings and seeing all the feathers.
You can tell baby Senegal Parrots by their darker eyes. When they get older 1-3 years old, the eyes normally turn yellow. Past that point it is difficult or impossible to tell the age.
