No they cant. If they are clipped when u buy it then dont keep clipping them and leave them to grow back to normal. I highly dissaprove of clipping wings as birds are meant to fly thats what their whole body structure is built for so they should be able to fly.

No, they will not be able to do them unless they are flighted. You might be able to start teaching them a little now if you are just waiting for their feathers to grow back in. I don't clip my birds but I recently took in a bird that had been clipped by the previous owner and I am anxiously waiting for his flight feathers to grow back in. While I am waiting I am trying to teach him as much as I can. I'm teaching home to come over to me when I call him and to go to a spot if I tap it with my finger. Can't wait for him to be able to fly though. You should have seen the look on his face when he saw my other birds flying for the first time!

Yeah, it's cool how they fly! When my cockatiel gets let out he does a few laps of the room flying then sits on his perch when he's done.

Cool! Ummm so this feathers CAN grow back? If so is teaching a Parakeet flight training good; or should I stick with trick training?

Yeah flight training is very good and helpful. It's easy to teach if your bird is bonded with you

Typically you can tell if a parrot has normal wing feathers when they extend behind the wing when folded toward the tail and cross each other like this:

Without opening the wings, you can usually tell a clipped parrot because the wings end with the plumage and primaries do not extend toward the tail.

There are other weird kinds of clips that can fake the look or be on one side, so the only absolute way of telling is opening the wings and seeing all the feathers.

You can tell baby Senegal Parrots by their darker eyes. When they get older 1-3 years old, the eyes normally turn yellow. Past that point it is difficult or impossible to tell the age.
