Is it normal for flight feathers to grow in very slowly?

Daisy's just about done with her long molt, but she has yet to grow in all of her flight feathers. She has one full flight feather on each wing and if she hadn't chewed off the first one, she would have 3 total. The others are still there and still clipped, but shouldn't they have fallen out and regrown by now too? The last molted flight feather I saw in her cage was from nearly a month ago, but she still has a lot more left. Is it possible that she might not lose them until her next molt?
