If you are in the States, usually, the year they were born (if it's there at all), is put accross and the breeder code and number that identifies that particular parrot is placed around the band. Some states (like NJ, for example) requires the two letters that identify it so, if nothing else, you know it wasn't born in any of those states.

There aren't that many companies that make leg bands so you might want to contact them and ask them to provide your contact information to the breeder if they happened to have produced the band your bird is wearing but, if you bought the bird in a store, they should have a hatch certificate that would show the name of the breeder.

Ok well any rings in the UK with the letters PS are the birds of breeders registered with the UK parrot society. Even though this isn't the case with your bird I think it would be worth posting a message on their forums as it is quite likely that the PS members will have contacts and buy/sell/exchange birds with non-members.
Also as the ring clearly spells out the word Bolton its worth doing a general search for both breeders in that area but also parrot breeders with the surname Bolton.
The 11 is fairly likely to be the year of hatch and the number meaning it was the 4th bird hatched that year, that said the numbers could mean anything from a chick hatched from pair 11, aviary 11 etc depending on how that particular breeder keeps records but my first suggestion is most likely as that's how is generally works. Even if I am correct on that the numbers may still hold inaccuracies. Ollies ring is 09 2, this is the year before he actually hatched as the breeders rings for 2010 had been delayed and that ring was spare from the year before for some reason, although he was the second chick to hatch that year.

I wish you luck with your search. Keep us updated and ask if you have any further questions.
