my birds wings were clipped when they were just 3 months old they are 8 now and still the wings arent growing even an inch i`ve asked from many people they says wait for moult when they moult the feathers will regrow is it true or i pluck their wings with my hands help plzzzzzzzzzzzzzzzzzzzzzzzzzz

No, you don't pluck their feathers! You would hurt them! You wait until they molt the old clipped ones and re-grow the new ones. It takes two years to regrow all the clipped feathers so sit tight and don't get impatient.

Parrot feathers is not like human hair. A parrot will experience a molt. To have your parrot regrow clipped wings, molts must occur. Give it time, and help your bird during molts by giving nice scratches ^^ Because new pin feathers can be quite itchy. Chance is currently molting and looooooooves the head and neck scratches.

When pin feathers grow, you can see them... they're just starting to poke out of the bird's skin. Leave it be. When they molt it can be itchy for them, which is why they preen and scratch. Giving your bird a light scratch when they're molting is like getting a massage for us humans... it just feels good to them and they appreciate it. ^^
