Which foot does he step up with first? I am thinking that if he has to stand on the splayed foot to step up, wave, or eat, he will either correct it himself or fall.
I'm just guessing here, based on the fact that the cure for a horse that circles on the wrong lead (the foot in front at a canter) is to circle in tighter and tighter circles until they find out why they're wrong. If they trip over their own feet they learn much faster than with any other sort of encouragement a trainer can give them.
