Stop feeding so much protein or you will end up destroying his liver and kidneys and, when this happens, no new feathers grow (and I know because I have an old amazon with severe liver damage due to a high protein diet). There is nothing you can or should feed to speed things up and, if anybody tells you different, they are either trying to sell you a product or don't know enough about birds physiology because although feathers are made of protein, a low protein diet provides more than enough to regrow any the bird would molt and any extra is not going to go into feather production but straight to its liver in the form of a fatty nodule (precursors of fatty liver disease). Nature decreed that parrots molt once a year (when they are healthy) and, I don't know where you live, but molt is almost over in the Northern Hemisphere and there is nothing to do but wait until next year. If he did not molt and regrew half his missing feathers, he is still plucking them or has a health issue (has he had a complete physical?).
