The thing about shelters is a good one will not let you take a bird that is deemed beyond your capabilities and experience levels.
The thing with wanting a specific species is sometimes you can be waiting a very long time for one that would fit with you and you with them and going for a specific species may mean you miss one of another that's a perfect match.
All shelters will charge an adoption fee as most are "not for profit" organisations that rely on donations and adoption fees in order to help the next bird that comes along. The costs to the shelter are many- good quality food, vet checks and treatments, cages, aviary maintenance, water and electricity, rent or mortgages if the building is not owned outright plus many more. Most shelters will also offer a back up service where if you can no longer give the bird a good home they will make sure the bird finds another, they will usually also spend a lot of time helping people with any issues that arise once the bird has gone to its new home- whether that will be helping the bird adapt, advising about care or training etc
