I don't know why your mom said no to you getting a bird, but you will never know if you do not ask her as she is the only one that can answer this for you. She is trying to act in your best interests as she is responsible for you and the things that you do until such time as you are on your own and whether or not you agree with her she may have a good reason for saying no. But to know these things you have to ask.

She just said she dosent want animals in the house,I have tried for like a whole year, have been vey responsible in school and thinking that today was my birthday she would agree but she did not.

We realized it was illigal because a friend of my dad told us, we bought the conures wen they were old so they did not last very much.

We've had a cockatiel and are on our 2nd lovebird. The cockatiiel was very passive but friendly. Our first Lovebird (Thumper) was a mature female and pretty set in her ways, She would be quite aggressive in her cage. She would ride on my shoulder but bite if I put my hand near her. Never the less we missed her after she was gone, Out 2nd lovebird (Ozzy) was hand raised and we took him as soon as the bird store would let him go. He''s going on three years old now and doesn't have a mean bone in his body. He does demand attention and likes to be held. My understanding is females are more territorial. If I were in your situation and unable to get a hand raised bird I would get a cockatiel. I believe they're less likely to bite.

How old are you? These birds are not like any other pets. They bond tightly or if they don't you just fall in love with them and your bond would hurt if it was broken. They live a long time and need special care more than any other pet.
I was raised without critters in the house. I really had no pets but became friends with the barn cats and loved them dearly. My parents did not want pets and my father believe that you only take care of an animal that works for you or feeds you.

When I got my first home I got my first pet, then another, then another until my house was full of love and cuddles. I had two budgies but back then they were just birds who made happy sounds and made me happy. My kids took after me and brought home some unusual critters which I also learned to love, even the scorpion.

If you are young your mother has the last say and must be respected for it. So if she does not think it is clean enough for her house she must have a reason. They are long lived and require a lot of care. She may think it would fall on her to care for it if you did not. If you are late teens it won't be long before your life accelerates and a bird may be neglected in your new life.

I would suggest that you find a place to be with birds. You don't have to own them to enjoy them. Navre is volunteering at a shelter and bonds with almost every bird. The ones he does not bond with are still loved by him. You can volunteer at a shelter or volunteer as a hygiene specialist at a pet shop (cage cleaner).

Any contact you have is on the job training for you to own in the future. You could be getting hands on training and even be improving the lives of the little feathered creatures. You could be researching and using the forum for education so you will be experienced when you do get one.
