Similar in NYC. So instead I keep all window shades closed and use lights on timers to make light from 10AM-10PM. I cover the cage at night to ensure darkness.

my budgie goes to sleep about 6:3pm and wakes up when the tuis do around 5:30 in the morning...every day..... Jangos goes to sleep about 6:30 pm and wakes up about 8 am but keeps quiet until i wake up, the breeder trained him good :) its so cute in the morning because i cover them with a blanket i can see him peering out the little crack at the bottom of the cage waiting for me to wake up its soooo cute
Jango is only 12 weeks so he sleeps longer hours.

We turn the lights off at about 8pm, and they put themselves to bed whenever they want. Usually the Tiels will want to stay with us till we go to bed tho. I don't cover them at night, a)it freaks Tim out and he doesn't sleep as well, gets grumpy and picks on his little blue punching bag(Prince) all day the next day, b)the cage is big enough that when i get in it to clean it, so that makes it hard for me to cover, and c) we don't actually have anything big enough to cover it with
