Well, yes, a bath bowl in his cage is an option but cockatiels don't usually bathe in bowls. They prefer to get 'gentle rain' from directly above their heads [they even do the 'bat' thing where they hang themselves upside down and open their wings so as to 'catch' the rain]. Only thing is that you have to be careful about how often you do this because, this time of the year, it should be done not more often than once a week as getting lots of 'rain' makes them hormonal.
Don't bathe your bird out in the open, do it when it's in the cage and then, very carefully, start spraying down with the finest mist you can get in your bottle nozzle and observe its reaction. If it immediately moves to another perch, stop doing it, wait a few days and try again - and again - and again until it begins to like it [but wait days in between because you don't want to stress it out day after day and you don't want to make it 'rain' often this time of the year].
