It is absolutely not true. The bird will bond with whatever person it will spent the most time with, or whomever it just likes the most. It has nothing to do with the sexe of said person.
The only thing that does happen however is when a parrot has a bad experience with a person it will connect that experience with everyone who looks like it. So if that person was a female, the bird could have a disliking for females.
Same thing happens the other way around. If a bird has bonded strongly to a woman, or was raised in a household with only woman, it could develop a stronger liking for woman then men.
