I KNOW THAT THEY WILL GROW BACK AND HOW TO CLIP THEM BUT I DON'T REALLY LIKE THE IDEA OF A BIRD THAT CANNOT FLY AS HIGH AS IT LIKES TO...

i know that if they catch a gust of wind they can fly away...i don ,t want to take it shopping with me...i just want to take it to the country side(a controlled area...i don't want any falcon attackin' my budgie)...i thought a harness would be a solution but they don't make them for budgies...

Have you considered a travel cage? He would be safe in the confines of a cage, yet he would still be able to experience the outdoors.
