My male Eclectus has broken wing. His girl wants to mate. I was wondering if he going to be able to mate with broken (all healed long time ago)wing?

Males usually do, regardless of the species. . .so long as they're not missing the "particular" vital body part which is not applicable to parrots. . .

All he needs to be able to do is grip her tightly with his feet and keep his balance. He doesnt even need to be able to fly. As long as he keeps his balance and grip he will be fine.
