The only time my birds' feet are cold is when they are cold and puffed up.

I think they have a higher body temperature than we do. My birds have warm feet sometimes too but they've never been hot enough to concern me. Cold feet would worry me. Are they very hot or just slightly warmer than your hands?

A) Parrots and birds in general maintain a higher metabolism yielding the equivalent of a fever for us all the time. This is why they tend not to get sick but if they do it is catastrophic.
B) When they fly around, get excited, or are particularly active the feet get hotter
C) When they are relaxing and tuck a foot in under their feathers they'll feel very warm after

When a bird is happy, content and relaxing, it's feet will be warm

I've also noticed with Maxwell that his feet get hot just before he starts doing his "skirt dance". Perhaps your conure is feeling...uh..."amorous"?

My suns feet will get warm somteimes, not hot, just warm, I think it is normal. On a side note, his beak will also get warm sometimes, so if you notice that I also think it is normal.
