Afraid to come out.

My budgie Wheatley is 3 months old, and I've had him for about a month. I've been letting get used to my daily routine and my family as well as myself, and have managed to get him to perch on my finger. He was tame when I got him, but not finger tame. Now I want to start training him, but I'm having some problems.
The first is that he doesn't like coming out of his cage. I've brought him to the cage doors while perched on my finger just so he can get used to being nearly outside, but when I do get him out of his cage he'll either fly around or hop off of my finger onto the top of his cage and he'll start running along the top of it trying to get back in.
He also doesn't respond to the clicker I have, or to the millet spray that I try to treat him with. i have given him a spray of millet in the past to get him used to it and he seemed to like it.
I would train him inside of his cage, but the space would be rather restricting. I was just wondering if anyone had any tips?

Read Michael's "How to Teach Your Parrot to Step Up and Come out of Cage" article. It should be especially helpful because they have videos demonstrating the techniques with a budgie!

Also, read his Taming article.

Lastly, work with your budgie in a small room at first, like a bathroom (with the drains plugged and toilet covered!) or small, bird-proofed bedroom. Since your bird is used to living in a small cage, suddenly going out into a big room might be a little scary. He'll also be less likely to land somewhere he could get hurt or get stuck in a small place like behind the fridge!

Don't forget to cover any mirrors in your bathroom as well, my budgie took a good nose dive into the mirror the first time he saw one because I forgot to cover it.
Thankfully he was fine and just bumped off and continued flying but it's better to be safe than sorry!
