I have a small HEPA filter in my birds' room and it definitely helps with the dust. Before moving to this house, the birds all slept in the same room with me. While I actually like having them there, it created difficulties with human uses of the bedroom. Ahem. I also found that I'd wake up every morning with a slight wheeze from the dust I had inhaled overnight.
I run the filter all day during the daylight hours. I no longer have the slight wheeze and there is much less (but still some) dust in the rest of the house. It is definitely manageable.
Your partner may want to check with their doctor, however. Some people can become allergic to bird dander/powder, and may develop something called "Bird Keeper's Lung"
