Is there anything that goes around the parrots foot and acts as a harness?

Yes. Don't do it. It will injure the bird. A parrotlet is too small to take outside on a harness, leash, or freeflight so forget it. Just keep the bird indoors or outside in a cage.

I made one and my parrot is hand tame so it doesn't fly away from me but i just want to be extra safe...

Imagine you are running, then someone suddenly jank a rope thats tied to your ankle. You will fall down, hard, and probably hurt yourself. The same applies if you tie a rope to a birds leg, only that they may fall, or get their leg seriously injured, they arent built to support that kind of tension.

If you are going to attempt to make your own harness couse there is non available in the size you need, atleast attempt to make a proper one, buy one that's bigger and try to copy it.
To tie something around the leg of your bird is never a good idea, sure their leg support the birds weIght, but it does not support the birds weight when moving. For example the energy is increased in square, so the difference in energy between 5km/h and 10km/h isn't doubled when talking about a moving body of mass, it is 4 times as large when you double the speed. A bird gains enough kinetic energy in just a few feet to pull their foot of the ankle. And this isn't something you want to put your bird through. So if your set on flying with your bird (I enjoy that too, but indoors, even if outdoor seems thrilling I wouldn't and I keep larger birds) but please resort to a travel cage for transports and find suitable locations to fly your bird, gyms, indoor arenas, theatres, warehouses. Whatever that keeps your bird away from predators and for you to safely retrieve it if it doesn't wanna come back right away. If you live somewhere close to a riding center with an indoor riding area these works great. Just ask them if your allowed to spend a few bucks putting meshes up wherever the openings n the building is too large for your bird (usually along the roof) and that you want to use the area to train your bird in when no riding classes is held. These facilities are usually not locked since there is nothing of value in them so you'd have to find a grumpy owner to deny you this.
