Molting? Scratchey Scratchey

Charming (GCC) is only 10 weeks old and seems to scratch alot. I did notice a little white feather just above his tail feathers. This feather is not like the small green ones on his back, it seems like it may be another tail feather growing in. I also noticed around his neck there seems to be new feathers comming in as well. Is he Molting? What are the ages / stages of Molting? At first I was thinking he may have some mites or something because he would scratch alot, but after reading a little bit about the signs of molting, I am starting to wonder if this is just because he is still getting all his first feathers.

he's still probably getting in all his feathers. and i think for the rest of his life, you are likely to always see at least a few new (pin) feathers somewhere on his body at any given time. so its good to be aware of that and make sure that you are careful petting him near those feathers, because birds skin is often sensitive and scratchy near the new feathers.
my GCC seems to always have at least a few new pin feathers in his neck area, that he likes me to help him with, and he's five years old. (he doesnt molt all at once - i am not sure if any birds do - i think most birds molt a little at a time - but thats just my guess )
