Parakeet Very attached to Its toy?

These past few days Blu has been VERY hormonal and aggressive. He was regurgitating on his toy and was biting me pretty hard. But the biggest thing is that he has been trying to breed with his bell. I moved the bell so he couldnt pull it over to his branch that he was using it with and he seems to have mellowed out a bit. But what should I do to get him to stop being so hormonal? Will it pass on its own or is he just going through a crazy adolescent stage haha

With a bird, being hormonal is not like a human being hormonal, it doesn't just come and go in the same manner. Normally they are only hormonal during breeding season and if hey are hormonal out of breeding season then they are actually overly hormonal and this is usually a chronic condition. The good news is that it is easy to fix although it does take time to fix it. The only cure is to put the bird on a low protein diet and on the solar light schedule as was previously discussed with you. A mate would help him a lot but they still need to be on a solar light schedule and low protein diet.

Budgies are super duper opportunistic breeders so they require a very strict solar schedule and diet or they still produce hormones (flying helps to dissipate them so let him out to fly as much as possible).

I am concerned about Blu and his health. I haven't seen him bath and his feathers look matted. He has food around his mouth from regurgitating. He is still active and happy just looks dirty. I filled a spray bottle with warm water and sprayed him a little.

You NEED to put him on a strict solar schedule and reduce protein ASAP. A bird that doesn't groom himself is not normal.

I put his cage in front of our largest southern facing window so he got lots of sun. What is a good low protein diet?

A solar schedule is not getting sunshine on his cage (which is great for them, btw), it's no artificial lights on until the sun is on the sky in the morning (about 8:30 am this time of the year) or when the sun is setting (about 4:30 pm this time of the year) and darkness after for a good night sleep (sometimes, this requires covering the cage with a black-out material). The times you turn on or off the overhead lights vary with the seasons but all you have to do is look out the window or, if you can, install the lights on timers that will need to get adjusted every three weeks or so.

A low protein diet is no free-feeding high protein food (just putting a lot of seeds, pellets, nutriberries, nuts, etc in a bowl and leaving it there all day long). They need to eat cooked whole grains (wheat, barley, brown/red/black/wild rice, oats, millet, etc) mixed with chopped or small-sized veggies mixed in (corn, peas and carrots, chopped broccoli, hominy, chopped green beans, sweet potatoes, etc) and a nice, dripping-wet leafy green (romaine lettuce, chicory, escarole, raw broccoli, cabbage, bok choy, nappa, etc) for breakfast and all day picking and just about one tablespoon of seed for dinner at sunset.
