I don't want to rain on anyone's parade here, but the toothbrushes are probably nastier from what's on your teeth than from any germs that escape the toilet bowl. While there is some truth to the idea that toilet water goes walkabout when you flush, check out this article. I'm telling you, you are better off licking the bathroom counter than eating after you've touched your kitchen sponge. That paper towel roll lives in a worse environment than that TP roll! He'll agree with you about the toothbrush, but I still think your mouth is worse than the toilet water, at least for your bird! You're used to having that flora in your mouth.
And don't forget that urine is sterile -- no germs -- unless you have an infection. Toilet lids should habitually be down in bird-occupied households if possible because they pose a drowning hazard anyway, but if you keep the toilet clean, you only have one flush a day or so to "worry" about...
