A budgie or cockatiel make good first birds but I wouldn't advise a bird yet if cost is an issue. You need to be able to provide avian vet care, good quality foods, toys, a good cage, and many many more things. Also not all birds are guaranteed to be playful like people can't be guaranteed to be a particular personality. If you aren't intending on buying hand reared, to get to this stage will require extensive training which a younger person can tire of quickly. Also birds live for at lest 10 years upwards, will your cousin still be able/interested in the bird. I don't mean this as a criticism but buying a bird is a huuuuge commitment.
