A budgie or cockatiel make good first birds but I wouldn't advise a bird yet if cost is an issue. You need to be able to provide avian vet care, good quality foods, toys, a good cage, and many many more things. Also not all birds are guaranteed to be playful like people can't be guaranteed to be a particular personality. If you aren't intending on buying hand reared, to get to this stage will require extensive training which a younger person can tire of quickly. Also birds live for at lest 10 years upwards, will your cousin still be able/interested in the bird. I don't mean this as a criticism but buying a bird is a huuuuge commitment.

Besides Rebecca's good points, in reality, parrots are not good 'playful companions' for a 14 year old boy. A medium size dog is a much better fit. Parrots are more work than anything else. They require patience, consistency, lots and lots of research, cooking, cleaning and many other 'chores' or virtues that are not normally found in teenage boys.
