If you live in the northern hemisphere, breeding season was over for several weeks back when she laid the last egg, so that one was way late as well. This causes me to ask what you are feeding and when do you feed it? Also when does the bird get up in the morning and when does it go to sleep? These questions are important as these are the very factors that control the mating cycle in your birds body.
To put it very simply, your bird needs to be on a solar light schedule and needs to have a variety of low protein foods or it will get stuck in a mating cycle. The only exception to the solar lighting schedule is if you live too close to the polar zones, and then you must simulate the correct seasonal lighting conditions.

I live in southcentral texas (Seguin Tx) it is still very hot here, She is next to a sliding glass door(dining room) on the south side of the house. She has a 4X4X4 cage and that is the only place big enough, She has a seed and fresh fruit and veggie diet. I have closed the curtin so it is darker in that part of the room. She has another bird next to her that is unknown on gender (He) is about 25 yrs old so I think he is male, but then I thought that she was a he too.

You want her to receive the sunlight from early dawn all the way through to dark at which time she should go to sleep with no additional light. It is past breeding season and the days are already getting shorter on its own, so the blocking of any natural light is a moot point. It is a combination of the length of daylight and the wavelengths of the light most especially at dawn and at dusk that will reset her endocrine system to where it should be. The wavelengths at dusk are apparently more important than those at dawn.
Seeds, being high in protein and fats, should only be fed in limited amounts and then only in the evening. The remainder of her diet should consist of whole grains, beans, vegetables and fruit and only one or two nuts in a day.
