If it is anywhere as bad as you are describing, I would be reporting this to animal control as it is inhumane and the animals can be removed. It might just be the best route to go in this case. I would take one of them but I can't afford $500.00 although I do have a female Amazon of close to their age that might work as a mate for him, if they would get along.
All of my birds are rescues, all but one of them were abused before they came to me. I really hate the way some people treat animals, I really would like to help but I just cant afford the price although I can provide a good home for the bird. My disability check isn't large enough to do more, I don't think I can do anything but will ask around.

Yea, I understand the money part... It would be a lot for me to come up with enough to buy them both, but with one I could manage fine and supply his needs! I'm the same as you animals are my life , as I am on disability as well.. Lung cancer( cancer free for 3 years ) I'm home and could spend as much time as needed! I spoke with a lady that will have babies ready in march, but $1200 is way out of my range! I have checked on adopting or rescueing , but can't find any around ! I really want to try with one of these birds, all my animals go to the vet regularly and are well taking care of!! I have always wanted a amazon.... I talked the the guy again tonight and it's a blue drink and a yellow nap! The DYH he is keeping... You think I could manage one of these guys.. I need advise

And Yellow Naped Amazon, I have a female Yellow Naped Amazon who is about 15 yr. old.
I don't know how hormonal the bird is, but if you are thinking that you want to give it a try, then I suggest that you try to see if he will step up for you before you pay for him. This way you will have some idea as to whether he will try to attack you or not. But even that is no guarantee that he won't try once you get him home. Any way that you look at it, it is going to take a long time before this bird is healthy again and it could be very difficult and you must be aware of this and be prepared for getting bit. It will hurt and it will bleed and could do a lot of damage. On the other hand he may not hurt you badly at all, but we can't say for certain at this point. All we can do is try to guide you should you choose to try.

Who is in SC to go and confirm the situation. It would be easier to report with 2 reporting the neglect. (And though I hate to say it, men still get more respect than women. Men are called aggressive and women called pushy.) SPCA and the local bird rescue should be notified and they will have them all taken away and put in better places.
If you want to go the other route, I have a little money squirreled away and can come up with $100.

Both species are on the hot list, both are at 'that' age, both are males and both have been neglected and abused so it's basically your choice. Now, even if I was buying one of them (and $500 for a male amazon of that age and in those conditions is really high because you can get a baby from a breeder for about $800 so I would bring examples of what breeders are selling their babies for and offer him, say, $400 in cash and see what he says), I would report the guy to whoever handles animal cruelty in South Carolina (it's not always animal control, sometimes it's the SPCA, sometimes the Humane Society, sometimes it's even private rescues).

I have a lot of experience with older amazons and I will help you as much as I can.

PS I would not ask the bird to step up. It might backfire (asking a bird that has been neglected and abused to trust a stranger is a bit too much to expect) and make you leave him when, for all you know, he could turn out to be a wonderful companion given enough time and patience. I would just bite the bullet and take him.
