Both species are on the hot list, both are at 'that' age, both are males and both have been neglected and abused so it's basically your choice. Now, even if I was buying one of them (and $500 for a male amazon of that age and in those conditions is really high because you can get a baby from a breeder for about $800 so I would bring examples of what breeders are selling their babies for and offer him, say, $400 in cash and see what he says), I would report the guy to whoever handles animal cruelty in South Carolina (it's not always animal control, sometimes it's the SPCA, sometimes the Humane Society, sometimes it's even private rescues).
I have a lot of experience with older amazons and I will help you as much as I can.
PS I would not ask the bird to step up. It might backfire (asking a bird that has been neglected and abused to trust a stranger is a bit too much to expect) and make you leave him when, for all you know, he could turn out to be a wonderful companion given enough time and patience. I would just bite the bullet and take him.
