I am going to go back to the sanctuary and take notes to make sure I have everything well documented first. Then will be ready for the next step..

See if you can take pictures with your phone but don't let them see you doing it...

Not going to get anywhere, even with pictures they think the conditions are adequate for a rescue and they send the parrots they get there. But I tried.

Well, not all SPCAs are the same... it's mostly up to the management. You tried and that's the best you can do.

Yup I shelters or rescues are better I know becaus my family was fostering a electus for 7 months until it got adopted we had to take it the vets every 5 months and the rescue supplies all the good quality food.

You mean the rescue gave you fresh produce for the bird every single week? WOW! No rescue does that here! Here, foster parents pay for the food, the rescue just pays for the medical attention.
