I'm sorry, we should put Michael on a leash sometimes 
He is trying to say in his own way that is is unsafe to let a parrot outside without a harness on. Even a clipped bird (one that has his feathers cut) can go very far when wind gets under his wings.

i'm not for a harness!
its a stress for parrots, harness tighten the sternum
