Hand Trainable budgies?

Today when I went to a local petland store near me... In the front of the store they had like 3 s that were pretty young in a tank and on the tank it said something along the lines of "Hand Trainable." Is this just the store saying these birds were hand-fed or...were they just trying to sell the birds specifically based on the fact that they were young?

can you remember the the bars on there head reached the front of there head? if so this means they haven't had the first moult and are under 4 months old

hand trainable seems a pretty poor selling line...maybe they were bred indoors? or were brought indoors
i have no idea its probably a question you need to ask them

I should have asked but I didn't want to confuse the salespeople into thinking I actually wanted to buy one. They looked pretty young and smaller than your average budgie.
