Does she bathe on her own? Because baths are very good for pluckers BUT I've only known one single grey that enjoyed bathing (via spray bottle) so, although bathing them is real good (because it promotes healthy preening), it should not be done if it stresses the bird (stress and anxiety is what makes them pluck) and never, ever use warm or hot water on them -or a hair dryer. Have you tried giving her a bit of theanine? It's supposed to calm them down. I would also give her linden tea instead of water.
