Hi angel,
Yup, it's that time of year! Even if a female bird isn't around a male bird, she'll still be overcome by hormones and have a strong drive to nest, and possibly lay.
The only way I've personally found to deter nesting is to make sure the wire grate is installed in the bottom of the cage so she can't tear up the paper to create nesting material, and so it isn't too comfortable for her to lie down and pop out an egg or five. I'm sure others will offer some additional advice. My experience is based on one budgie and one blue-crown conure.
