Lovebirds, which are just a little bit bigger than budgies don't even come out of the nest until they are about three months old and don't get their adult plumage until they are two years old. So, yes, he needs to have three kinds of soft food offered twice a day, daily, he needs to be kept warm and stress free, and he needs a couple of more months to feel secure enough so he will not shy from you. Don't rush things and mess up the poor baby, take your time and let him grow and figure things out on his own.
