No. You don't understand that what you are dreaming of isn't reality. Parrots aren't really like that. The only way to get something that is so ideal is to get something that is artificial. Real parrots are aggressive, mean, moody, noisy, etc. If it's not a challenge that you seek, then a parrot really isn't right for you. You have an illusion by what you'd like a parrot to be as opposed to what it most likely will turn out to be. Also a $200 budget means the only two affordable choices are a live budgie or the plastic one. Parrots are really expensive to keep properly.

personally if you mean under 200 for JUST the parrot i think a green cheek conure would be perfect although it might run you a little more than 200. i had a pair for my first parrots they were awesome

Micheal: I have said this before and I will say it again: you really need to apply your parrot training principals to people! You aren't putting anyone off getting a parrot by wittily insulting them. You are putting them off you. If you provide a polite, valid argument for why someone with $200 to spend shouldn't have a parrot you should state your reasoning. If you really care about the welfare of the parrot you should endeavour to guide people in an appropriate manner, as a professional.

Jadoki: I only spent $100 to buy our bird, but the health check at the avian vet including a full blood chemistry cost 4 times that to find out he's pretty healthy. .. After the cage and all the foraging toys and accessories I think we are well over $1000 in one year.... plus food and more toys....I'd hate to think what an emergency vet visit would cost and hope we don't ever find out!

But, having an awesome, flighted parrot zooming around our house is well worth it!
Oh and, as you know, some don't talk, so I've found it is best to have no expectations whatsoever. Then you can be pleasantly surprised if it does.

Budgies, cockatiels, and lovebirds are probably the safest options when it comes to keeping within your budget. They can all fall well under $200. I know from experience that cockatiels can be great talkers (IMO, the best talkers available within that price range), and budgies and lovebirds can pick up some things, too. I don't know how cuddly cockatiels are, though. Maybe they're cuddly? As for budgies, they can definitely come to love you, especially if you just have one. If you are the only option for company, they will, as social creatures, turn to you. If you want something larger and better at talking, a quaker or a rehomed bird would be the answer. Also, check out Craigslist for cages... that's one of your best bets for finding a large enough cage on the cheaper side. And you can save money on toys by making your own.

Also, don't be too put off by any rudeness. There are lots of people on this forum who have been very helpful and sweet with me, and I'm sure you will find the same thing if you stick around. Although I was initially very put off, I realized that these folks generally all have good intentions (if not for me, then at least always for the birds). Also, it's a really great and free resource to find out whatever you might need. You should "exploit" it to the fullest extent.

people need to get a sense of humor :lol: that was the bird she was describing though. if that person is still looking I would tell them to go visit the rescue to see how life with parrots really is. an adopted rescue is the perfect bird for someone starting out. the rescue will require you visit with the bird first and most are past that first hormonal stage since that is the time most are surrendered.
