My african grey bites! what should i do?

My Congo African Grey, charlie has a biting problem. He is very territorial and he tries to bite me through the cage as i change his water and food bowls. He yells no and stop it! He tries to bite me every time I try to pet him. He's bit my boyfriend and my dad. He drew blood both times. Any tips would be great, thanks!
