3 things which should be prioritized in this order, I've no idea if any of these are possible but do try.

What are the laws regarding travelling out of the Maldives to the nearest place with a vet?
How about paying a vet to come to you?
E-mail avian vets in other countries with good and clear photos to seek their advice. Other bird experts/breeders etc. in the area who might have a good enough knowledge about bird anatomy and may be able to help you follow through with the advice the vet gives or advice you on where to get some pain relief and dosages.

Your bird is in pain and shouldn't be just left.

If you can´t get to an avian vet or get an avian vet to come to you, ask in the zoo and see if they would be willing to help him. If that doesn't work, try a breeder. But, if there is nobody, you can always try to immobilize the leg with a splint by getting two flat sticks, cut them to the length of the leg, put them on either side, roll a bandage over the whole thing (don't do it too tight or you will cut off the circulation) and secure it with adhesive tape made for bandages. If you have access to meloxicam or metacam, give him 0.05 cc starting with twice a day for three days, and reducing to once a day for another week.

You might want to give him some calciboost also as only birds that have weak bones break them when they land.

Another thing, keep him quiet and warm and put a folded towel covering the entire bottom of his cage so he has a soft surface to rest on. And check that foot about an hour after you put the bandage and twice a day by looking to see if it's turning a different color.

He might end up losing the foot because their legs are very delicate and if there isn't enough blood flow, it will wither and fall off.
