Leave him alone. Quakers are great bathers and always keep themselves impeccably clean so there is no need to stress him out forcing him to accept something they don't like. Sometimes, they require something of a learning curve for an efficient bath so they would start with just a little wet here and there when they are young but get better and more confident as they get older.
