This is the lady that found the bird on the street and we never found out whether she had taken it to a vet (bird was described as 'near death' and attacked by a seagull) or if she made a true effort to find its owners so, although I welcome everybody to the forum, I, for one, would like to know what the vet said.

I somehow doubt it. She obviously wants to keep the bird for herself (the title of the posting gives her away: 'my' parrot). It's impossible that, in a country like Portugal, people would pay a huge amount of money for a parrot and then just open the door to the cage and let him out so this bird obviously got away from somebody.
