He looks 'wooly' because he is 'sitting low' (almost crouching) on the perch and is semi-fluffed (both signs of disease). The wing flicking (yes, that is what it is) is, usually, a symptom of inadequate diet in ekkies (as is his diarrhea) but I've never seen it in any other species. He needs to go to an avian vet as soon as possible - that bird is NOT well. It could be metal poisoning (the cage is not a parrot cage but a passerine painted one).
Juliet could not have died of liver failure because you see symptoms way before they actually die of it (yellow or green urates, overgrown beak and nails, instability, confusion, lethargy, etc). And, even though she only ate seeds for 4.5 years and, most likely, her liver and kidneys were already affected, the way she died indicates another cause.

Broccoli has 4% protein and kale has 3.5%, which is VERY low for a bird but, even if it was enough in terms of percentages, neither has 'complete' protein so they have A LOT of essential amino acids missing. And no fat - without fat, you can't absorb certain vitamins.
The symptoms for liver failure last for months and months -did she have them that long or just the day before she died? Also, if she had strokes, it wasn't the liver that was causing them.
