Yes, it is totally normal, sometimes they won't even eat for the first few days in a new home. You're new cutie, is just getting used to the strange new place, and the strange new sounds. He will come around in a while.
The other mebers will be able to give you much, much more advice on how to help her settle in than me :)
If I were you, I would just try and give her some space, still definately talk and sing to her, singing to them to them is a great way to bond, so I would definately do that if I were you.
If you walk towards her cage and she moves away to the back or corner (away from you), just make sure you dont go that close to her until she is comfortable with it. Also don't look at her in the eyes, it is the way predators look at them. We used to have horses and it was the same thing, If you stare them in the eye they will get a fright and run off.

Also, (I didn't relize you had wrote her age earlier on..sorry) if your new friend is a boy, the ring will apear anywhere between 1.5 years and 3 years, so you may have a while yet till you find out what gender he/she is.

I hope this helps you a bit

I dont hink that's a ringneck, ringnecks have red beaks. Do you have another picture with full view of the tail?
