I have a young male kakariki 6 months old and he lives indoors in quite a large cage but I let him out a few times a day for a flight. My previous bird stated to talk after a few weeks and my have been older but no sign at the moment of my new bird talking. How old do they need to be before they start talking. I talk to him quite a few times a day usually repeating the same phrases

Only 10% of parrots talk more than a couple of words or phrases so yours might be one of those that don't talk at all. Also, make sure that you are not just repeating phrases -like the proverbial parrot :D -, use your phrases always in context.
