Welcome to the forum and PLEASE take your bird to an avian vet ASAP! The symptoms you describe resemble those of a neurological problem... I don't know what you 'washed' him with but those sticky mouse/rat traps have the kind of glue that can only be dissolved with some sort of petroleum derivate -like acetone, for example- and that is toxic when applied to large areas of skin - PLUS, he could have ingested some of it (they clean their feet with their beaks).

Cooking oil makes glue slide off. I found a lizard stuck to a sticky paper and oiled him off. He ran away just fine.

When Myrtle first started to fly she tried to land on a fly strip. I used cooking oil to separate it from her then oiled the feathers that still had glue. I was able to slide the glue off. I used Dawn in that area to get the oil off.
