I found a budgie it's an adult already, it's a male. I named him Dino, because he's blue.
Is it to late for him to be trained/tamed, maybe because he already had an owner before, or can I still train/tame him?

It is POSSIBLE that you can taim/train him. But I would bring hi to vet to make sure he doesn't have a diseas or is ill. You never know. It could have mites. So I highly recomend bringing it to a vet asap.
