Hi edwardsbrendan. Sounds like your ringneck isn't ready to accept food from your hand yet. But if you are putting your hand inside his cage, maybe that is the problem. Have you tried giving him food by hand through the bars of his cage? He should feel safer that way and may accept the food.

If he is too afraid to take the food even through the cage bars, then I would first try to get him used to me. Spend time next to him without necessarily interacting with him so that it becomes fine for you to be there. Then start interacting with him, speaking to him, etc. And once he is comfortable try the food through the cage bars thing.

I am a new parrot owner too. Had a 6month old Senegal for the last month or so. In the beginning he used to be really scared of my hand. Now it is much much better. So don't give up! And let us know how it goes!
