Slow things right down, then go a bit slower. You need to go at your ringnecks pace to earn his trust. What is his favorite treat? take it out his cage if you haven't already and use it for taming exercises. If he will already take food from you then work on that to get his confidence up and you can incorporate target training into it, if he wont take food from you then you need to work on that first, sit outside his cage and talk to him and start offering treats through the bars to start with. You can then move on to doing it with the cage open. Make him reaslise being with you brings good things. You can then start moving on to repeating these outside his cage.
hen he is comfortable enough with you then it is time to start working on step up training which will be easier by that point as he will have more trust in you. After this you can slowly move on to other taming and training but dont push him too hard or you may lose the trust you've built up.
Stay patient, don't show your frustration or better still don't allow yourself to get frustrated in the first place. Taming and training may be slow and this is normal but you will get there.

an hour total everyday is not alot of time out of his cage.is it possible to have him out more?they do get bored easily maybe try more out of cage time.if you don't have a playstand get one put him on it and you can talk to him while doing things around the house.marie is right it's too soon to teach him anything, you need to build your bond and trust first.
