You will be able to teach her to fly again when the feathers grow back. Depending on his/her age he may never develop good flight skills in the way a parrot that has flown all its life will have.
Michael has a really good article on his blog about teaching kili to fly but I can't for the life of me find it at the moment, it will be there somewhere though.
