I've had a total of seven parrots, and none of them could talk. (And that includes the two I've got now, no talking here!)
Out of the five parrots I've had earlier but isn't here anymore, only one allowed me to handle him, but he definitely didn't want to cuddle!
Right now, I've got a bird who isn't cuddly, and a bird who's cuddly now and then but can (and will) spontaneously decide to bite during our cuddling sessions.
And not to mention the fact that your most important factor was the cleanliness. That's just not going to happen, sorry. Parrots aren't clean!
You should see my birdroom when I forget to clean it one day! I do try to clean it every evening, but I've forgotten about it (or been too tired) once or twice, and oh man, after just two days of eating and playing and pooping and shredding.... It's quite amazing how much mess two small parrots can make in only two days!
