Why does my Cockatiel whistle up a storm for like 10 minutes straight when i cover his cage every night? lol

Because he is not ready to go to sleep as he has, most likely, not been fully exposed to twilight which makes him produce melatonin to make him drowsy.

They do this because they know it's bedtime. Your bird is singing his bedtime song, which is so cute. :) Tiki sometimes talks up a storm and/or just acts really hyper right before we put her to bed. It cracks me up.
