He is a very rare feather duster budgie. They have one here in Austin at the rescue. There is something wrong with them that causes their feathers to grow uncontrollably and I believe they have shorter life spans than a normal budgie. Sadly there is a market for them because they are so rare and I really hope nobody is trying to breed them on purpose!
